Every Dragon Ball Z fan knows that the entire world revolves around the Saiyans. After the Namek Saga, it's nearly impossible for any character that isn't a Saiyan to have relevance ever again. Their unique ability to grow after every battle and reach new transformations through Super Saiyan mean they can reach the power of the gods themselves.
Most of the time, people only think about Goku and Vegeta and their families when it comes to the legacy of Saiyans. However, through Dragon Ball Super and other supplemental material, there have been a number of incredibly powerful Saiyans introduced. Some of them have even proven capable of surpassing Goku and Vegeta themselves.

10 Paragus Was Once A High Ranking Saiyan Warrior
First Appearance: Dragon Ball Z: Broly - The Legendary Super Saiyan
Paragus was originally another loyal member of King Vegeta's army. Like the other Saiyans, he should've been wiped out when Frieza attacked. However, he survived thanks to being forced to escape years prior because King Vegeta demanded he give up his son Broly. Recognizing King Vegeta was operating out of jealousy, Paragus chose to abandon Planet Vegeta with Broly, turning the planet Vampa into their home.
Paragus isn't shown at full power, and by the time viewers see him he's well past his prime. Still, Cheelai measures his power level and finds he stands at 4200. Since most Saiyans were unable to lower and raise their power level, it's unlikely he was much stronger than this. He most likely spent most of his time training Broly rather than himself. It places him just slightly ahead of Nappa, but still makes him one of the weakest Saiyans of those remaining.
9 Cabba Has Shown Incredible Potential In Only A Few Fights

Introduced during the Universe 6 vs. Universe 7 tournament, Cabba is a Saiyan from Universe 6. In Universe 6, the Saiyans are generally a far more peaceful race, and never became planet conquerors like in Universe 7. In fact, the Saiyans there operate more like peacekeepers than conquerors. Because of their decreased desire for conflict, Cabba never trained the same way Goku or Vegeta did.
Nonetheless, in the first meeting against Vegeta, Cabba did learn how to attain Super Saiyan. This massive increase in power made him one of Universe 6's strongest warriors during the Tournament of Power. Cabba even managed to push beyond his limits during the tournament to achieve Super Saiyan 2, The list of characters Cabba can defeat might even surprise some Dragon Ball fans.

Caulifla is another Saiyan from Universe 6. Unlike Cabba however, she's more of an outlaw, running a gang on her homeworld. Nonetheless, Cabba respected her strength enough to seek her out for the Tournament of Power. Like Cabba, she didn't start out with the ability to go Super Saiyan. However, she learned how to master the form even faster than he did.
In the Tournament of Power, Caulifla showed she could fight head on with some of the strongest people in the tournament. Against Goku in particular, she revealed her mastery over Super Saiyan Third Grade and showed off Super Saiyan 2 as well. It's also implied she'll be able to go to Super Saiyan 3 with just a bit more training.
7 Yamoshi Was The First Of The Super Saiyans

Yamoshi is the legendary Super Saiyan, the first of the Saiyans to ever achieve the Super Saiyan transformation. For centuries, he was nothing more than a legend that people weren't sure existed. It was Vegeta's belief in Yamoshi that led him to think Goku had reached Super Saiyan on Namek. However, even in the legend he'd fallen in battle to evil Saiyans.
Yamoshi is briefly glimpsed by Beerus during a prophetic dream. According to legend, even after falling in battle, Yamoshi's spirit continued to wander existence in search of transforming other Saiyans into a Super Saiyan God. With that in mind, while Yamoshi's power was great, it's clear it wasn't quite enough to reach the heights Goku and Vegeta have surpassed in Dragon Ball Super.
6 Kale Wields The Potential Of A Legendary Super Saiyan
First Appearance: Dragon Ball Super Episode 89, "A Mysterious Beauty Appears! The Enigma of the Tien Shin-Style Dojo?"
Caulifa's partner-in-crime, Kale normally isn't terribly strong at all. She's too meek and shy to want to harm people, and doesn't even put her all into her attacks. However, that changes after she transforms into her berserker Super Saiyan state. There, she's out of control and a danger to nearly anyone around her.
Over time, Kale learns how to go Super Saiyan without going berserk. However, during the Tournament of Power she learns to push past those limits to gain a controlled version of Legendary Super Saiyan. With this power, Kale is even capable of fighting against Goku when he's in his Super Saiyan God form. Kale's biggest weakness at this point is just her lack of drive to win battles, which keeps her locked in the fifth place spot. Still, potentially Kale might even unlock Ultra Ego if she keeps training.

Team Universe 7 would have looked VERY different if Dragon Ball Super's Tournament of Power was held when Goku was still a child.

Introduced in the Tree of Might movie, Turles was a low-class Saiyan who made it off Planet Vegeta before Frieza could destroy it. Instead of working for Frieza though, he chose to create a group of his own and explore the galaxy. On his journey, he discovered the fruit of the Tree of Might, created by absorbing the energy of a planet, and began consuming it to increase his power level. By Tree of Might, he'd already consumed enough to put his power level well above 20,000. On Earth, he consumed another fruit and was able to fight Goku while his power level was above 300,000.
Though he was defeated here, Turles returned in Super Dragon Ball Heroes. There, he continued consuming different versions of fruit to continue growing his power. By the time he confronted Goku again, he was strong enough to fight Super Saiyan Blue Goku. It's difficult not to wonder what he'd be capable of if he ever actually trained.
4 Giblet Can Draw On Dark Ki To Increase His Power

Another ancient Saiyan pulled into the present, Giblet is Shallot's twin brother. Giblet's mind was turned against Shallot by the evil mage, Zahha. Throughout the story of Dragon Ball Legends, Giblet has made multiple appearances, often standing in the way of his brother's path. Even with his power however, he wasn't able to match up to Goku in Super Saiyan one at first.
Later, thanks to the power of Dark Ki he's shown to keep up Shallot in Super Saiyan 3, though that power wasn't his. Over time, he gains the power of Super Saiyan God through unknown means, and proves he's powerful enough to defeat Golden Frieza. They've also shown him beating Syn Shenron in battle with the aid of Dark Ki. His potential for growth seems to be equal to his brother's.
3 Shallot Seems To Have Limitless Potential

An ancient Saiyan brought to the future, Shallot is a Saiyan warrior with limitless potential. While not necessarily canon, Shallot might be the easiest Saiyan warrior to classify. As the protagonist of Dragon Ball Legends, Shallot has gotten a chance to fight against nearly every major character from Dragon Ball Z and Dragon Ball Super. It's been shown exactly where he stands among all the most powerful warriors.
Shallot's continued training and battles has allowed him to climb through multiple Super Saiyan forms. With the help of five other pure-hearted Super Saiyans, Shallot reached Super Saiyan God and easily defeated Super Buu. Later, he trained with Goku to achieve Super Saiyan Blue, and was shown capable of matching his power against Broly, even while he was enhanced with dark ki-energy.
2 Broly Had The Power Of A Legendary Super Saiyan

Broly is one of the most powerful Saiyans that ever lived. Even as a baby his power level was incredibly high, which actually worked against him. Broly was so strong, King Vegeta wanted his father to get rid of him. Refusing to do so, Paragus took Broly with him to an alien planet, which allowed them to survive Frieza destroying their home world.
Even in base form, Broly was powerful enough to keep up with Vegeta in his Super Saiyan form. Forced into becoming a Super Saiyan by Frieza, Broly's power level grew until he was able to dominate Goku even in Super Saiyan Blue. Ultimately, it was only the fusion of Goku and Vegeta that was able to effortlessly take down Broly's Legendary Super Saiyan powers.
1 Cumber Is An Unstoppable Ancient Evil Saiyan
First Appearance: Super Dragon Ball Heroes Episode 1, "Goku vs. Goku! A Transcendent Battle Begins on the Prison Planet!"
Cumber might be the strongest Saiyan that ever lived, at least in the Super Dragon Bell Heroes timeline. An ancient Evil Saiyan, Cumber was trapped on the Prison Planet for ages before finally breaking out. After escaping, he immediately seeks out other Saiyan powers to challenge himself against, finding Goku and Vegeta. Just his aura alone is enough to conquer Goku's mind, causing him to go into a berserker state.
Later, a Cumber in base form battles Vegito while he's in Super Saiyan Blue form and proves his equal. Cumber's power continues to grow as he reaches new Super Saiyan forms. Near the end of Heroes, he showcases the ability to transform into a Super Saiyan 3. With that form, Cumber even proved capable of fighting Super Saiyan 4 Broly without suffering any real damage. With that much power, it's hard not to see him as the strongest of all other Saiyans.
